日本安保政策的變遷
（中央社東京18日綜合外電報導）共同社今天報導，日本安保相關法案一旦成立，1990年代以來的擴大自衛隊海外活動路線，無疑將進一步加速。
自衛隊成立於1954年7月，當年6月的參院全體會議上表決通過了禁止將自衛隊派往海外的決議，之後很長時間一直進行極為有限的運用。
1991年的波斯灣戰爭是這一路線的轉折點，當時的海部俊樹內閣在「國際貢獻」的名義下派掃雷艦在停火後的波斯灣進行掃雷，開始向海外派遣自衛隊。
1992年「聯合國維和行動（PKO）合作法」正式公布施行，日本向柬埔寨派遣了陸上自衛隊。
在北韓不斷開發導彈的背景下，1999年5月制定了假想朝鮮半島「有事」時為美軍提供支援的「週邊事態法」。此外還增加了在日本「有事」時加以應對的「武力攻擊事態法」。
2001年9月美國「911事件」後，日本制定了「反恐對策特別措施法」，海上自衛隊在印度洋為美國艦船等提供了補給。伊拉克戰爭後，2004年陸上自衛隊在戰鬥持續的伊拉克開展了供水等支援重建的活動。
2012年重新掌權的首相安倍晉三繼設立國家安全保障會議（NSC）和制定「特定秘密保護法」之後，廢除了基於「武器出口三原則」禁止武器出口的政策。
今年4月又修改了規定自衛隊和美軍職責分工的「日美防衛合作指針」，強化了日美合作關係。這是近18年來首次修改該指針。1040918
